Presentation of the Hedley Palmer Award

Chief Operating Officer

Northland Power Inc.

I have the pleasure of presenting the Hedley Palmer award for the second year in a row.  For those of you who may not be familiar with the Hedley Palmer award, it is an award presented by APPrO to someone who has made an “outstanding contribution to the power generation industry”.

This year’s recipient is being recognized for his outstanding contribution through his leadership.  He and his group were given an unprecedented task to secure a significant amount of power, in different locations, in an unrealistic time-frame, while answering to a number of masters and to negotiate the best deal possible.

What does this leadership look like?

I thought the best way to describe what this individual has done for the power generation industry is to highlight his leadership qualities using 9 of General Colin Powell’s Leadership Primers.

Primer 1: “Being responsible sometimes means pissing people off”.  That is, trying to get everyone to like you is a sign of mediocrity.

Primer 2: The day staff stops bringing you their problems is the day you have stopped leading them.  Real leaders make themselves accessible and accountable.

Primer 3: Don’t be afraid to challenge the pros, even in their own backyards.  Leadership does not emerge from blind obedience to anyone.

Primer 4: Never neglect details.  Strategy equals execution.  All the great ideas in the world are worthless if they can’t be implemented rapidly and efficiently.

Primer 5: You don’t know what you can get away with until you try.  Primer 6: Keep looking below surface appearances.  “If it ain’t broke, don’t fix it” is the slogan of the complacent, the arrogant, or the scared.

Primer 7: Organization charts and fancy titles mean little in terms of real power, which is the capacity to influence and inspire.

Primer 8: “Optimism is a force multiplier”.  Spare me the realist; give me the unrealistic aspirations of the optimist.

Primer 9: Look for someone with loyalty, judgment, high energy, a balanced ego and drive to get things done.

As a result of his leadership, and of course the support of his staff, his division has been responsible for dealing with: Early Mover contracts; Negotiating the Sithe Goreway contract; contracting for over 400MW of Combined heat and Power; soliciting and soon to contract for over 550MW of power in the GTA west; contracting with the Portland Energy Center to secure power for downtown Toronto and to manage the RES I and RES II contracts, along with the Bruce Power Refurbishment Implementation Agreement and the CES contracts.

On behalf of APPrO, please join me in presenting this year’s Hedley Palmer Award to Mr. Paul Bradley of the OPA.
